You seem to be more concerned about skin darkening than the effects of air pollution on health.
Air pollution of any kind is not just bad for the skin, but for overall health. Read this. The matter should be taken up with the health authorities. A clean pollution-free environment is very essential for the survival of all living things whether animals, plants or humans.
There is no preventive measure when the whole atmosphere is polluted except to shift your residence somewhere else or to remove the source of pollution.
